Product / Project Description:

The Ministry of Health, requested NPMC to undertake Project Management and Construction Supervision Management Services for the Design-Construction of a new Warehouse and Head Office Inclusive of Furniture and Equipment for the National Insect Epidemiology Centre (NIECe).
The correspondence noted that:

(a) Five (5) acres of land situate at Olivier Avenue, Coconut Drive, San Fernando, be allocated to the Ministry of Health, for the construction of modern warehouse facility and a new Head Office Building for the National Insect Epidemiology Centre (NIECe); and

(b) In accordance with the provisions of Section 20A (1) (c) of the Central Tenders Board Act, Chap 71:91, the Ministry of Health is to enter into a contract with the National Project Management Company (NPMC), for the design/construction and equipping of a modern warehouse facility and a new Head Office Building for the NIECe, and to provide project management and construction supervision/management services.

Business Case:

The National Insect Epidemiology Centre (NIECe) is a unit within the Ministry of Health which carries out the critical function of protecting the Nation's health by minimizing the spread of vector-borne diseases. The services provided by the NIECe have grown over the years to the extent that its Head Office and Main Chemical Warehouse are inadequate for current and projected needs. The purpose of this project is therefore to provide a suitable New Head Office and New Main Chemical Warehouse for the NIECe.
Project Scope:

Design and Construction of a new Warehouse and Head Office Inclusive of Furniture, Fixtures and Equipment for the National Insect Epidemiology Centre (NIECe) located on Five (5) acres of land situate at Olivier Avenue, Coconut Drive, San Fernando

Warehousing of insecticides and chemicals – 432 square meters

Head Office (Administrative, laboratory and Field Staff) – 858 square meters Parking for 120 persons, inclusive of visitors.

Provision of Furniture, Fixtures and Equipment

The services required from the Design/Build Contractor include:
· the production of all drawings – Architectural, Civil/Structural Engineering, Mechanical and Electrical Engineering – in respect of the design of the NIECe Project;
· provide construction documents taking into account constructability, serviceability, maintainability, potential problems and ambiguous and omitted information within the project budget;
· provide Bills of Quantities and all appropriate documents for supporting the Cost Proposal;
· Present a design and construction schedule, coordinating activities to accomplish the completion of the project within the stipulated project budget;
· during the design and construction stages of the project, submit to NPMC regular progress reports including photographs showing construction progress and updated Gantt Charts in order for NPMC to advise its Client on the progress of the works;
· provide all labour, materials, tools and equipment, and design services necessary for design and construction of the project described herein, along with other specific tasks as further defined by this RFP and the Contract;
· the Design/Build Contractor should satisfy himself as to the full extent and character of the works, the supply of material and all local conditions and restrictions affecting the works. He should include in his proposal all payments that would be required for labour and other resources to ensure that the project is completed according to the agreed schedule;
· provide a detailed Quality Assurance / Quality Control Plan showing proposed testing agencies;
· Delivering environmentally friendly structures and surroundings.
